Influenced by the residual cloud systems and monsoon outside Typhoon "Haikui", several cities and counties in the Pearl River Delta have been battered by torrential and locally severe rainstorms. The ongoing downpour is expected to continue affecting Guangdong Province, leading to a high risk of flash floods, hill torrents, geological disasters, and urban and rural flooding. Responding to the situation, the flood, drought and typhoon control headquarters of south China"s Guangdong Province decided to upgrade the flood control emergency response from Level IV to Level II at 1:30 am on September 8th.

The control headquarters advised localities and relevant departments to evaluate disaster risks based on their responsibilities, task divisions, and pre-established plans, and swiftly enhance the level of emergency response. They are required to undertake effective and orderly rainfall defense efforts to ensure the safety of people"s lives and property as well as minimise disaster losses.
Guangzhou experiences strongest rainfall of the year 2023
From 08:00 on September 7th to 03:00 on September 8th, Guangzhou experienced its most powerful rainfall so far this year, reaching a level of extremely serious impact. The city"s command headquarters for meteorological emergency decided to upgrade the region"s Level III emergency response for heavy rain to Level II from 00:19 on September 8th. As of 7:45 am on September 8th, red warning signals of heavy rain were in effect in four districts of Guangzhou, including Haizhu, Tianhe, Panyu, and Nansha, which led to class suspensions; while six other districts, Yuexiu, Liwan, Huangpu, Baiyun, Huadu, and Zengcheng were under orange warning signals, which delayed school openings.
Shenzhen records its highest ever 3-hour rainfall
On September 8th, the emergency, meteorological, and education departments in Shenzhen warned that the city had experienced widespread, severe rainstorms from last night to this morning, and the red warning signals for rainstorms remained in effect, according to reports from Shenzhen. Schools across the city, encompassing kindergartens, high schools, and primary schools, suspended classes for the day. Shenzhen reservoirs began to discharge floodwaters at 00:15, with a flow rate of 70-80 cubic meters per second. People in Futian, Luohu, and Longgang districts are urged to stay away from river areas and closely keep an eye on information on flood discharge, taking safety precautions promptly.
Hong Kong issues black rainstorm warning signal overnight
In less than two hours s from 9:25 pm to 11:05 pm on September 7th, the Hong Kong Observatory changed the warning signal twice before issuing a black rainstorm warning. Various parts of Hong Kong suffered severe flooding, setting a record for the "one-hour rainfall" since records began in 1884. The Government of the Hong Kong Special Administrative Region, including the Drainage Services Department, Highways Department, Constitutional and Mainland Affair Department, and other departments, have taken full measures to respond. The Hong Kong Police and the Fire Services Department, among other disciplined services, have been deployed for rescue operations. Meanwhile, the emergency incident coordination center of the Constitutional and Mainland Affair Department has been activated, with 12 temporary shelters currently open.

7日8時至8日3時,廣州出現今年以來最強暴雨過程,已達到特別嚴重影響等級。市氣象災害應急指揮部決定從8日0時19分起將廣州市氣象災害(暴雨)Ⅲ級應急響應升級為Ⅱ級應急響應。截至9月8日7時45分,廣州海珠、天河、番禺、南沙等4區暴雨紅色預警信號生效,按指引應當停課;越秀、荔灣、黃埔、白云、花都、增城等6區暴雨橙色預警信號生效,按指引應當延遲上學。
深圳滑動3小時雨量破歷史極值
9月8日,據深圳發布消息,應急、氣象、教育部門提醒:昨晚至今晨深圳市普降特大暴雨,暴雨紅色預警繼續生效中,9月8日,全市中小學、幼兒園全日停課。深圳水庫0時15分開始排洪,流量為70-80立方米/秒,請福田區、羅湖區、龍崗區組織相關人員遠離河道區域,并密切關注排洪信息,及時采取安全防護措施。
香港深夜掛黑色暴雨警告信號
